You are not moving it by the velocity per second but per frame, no?!
If we were wanting to move it by (300, 0) per second we would have to multiply the vector with the delta value...

    Move and slide takes a velocity, which is what we are passing. It converts the velocity in a motion vector by applying the delta time value inside the function call. That's why we don't multiply by delta.
